It was Valkus who had Fumio Fukamachi transformed into Enzyme II. Valkus knew that Mr. Fukamachi being transformed into Enzyme II would have had an effect on Guyver I in one way or another. Valkus expected Sho not to retaleate (which Sho did) but it also scared him mentally when Sho killed Enzyme II, unabilling him to transform. These were far better than the results Valkus expected.

Dr Valkus is also Chronos's leading scientist. He was the one who resereacted the Enzyme model Zoanoid (Enzyme II) when it was thought that no one would ever be able to create another Enzyme.
